Why is my capital province refusing knowledge sharing?

I've recently had several notifications that my capital province (Utrecht) has refused an offer of knowledge sharing from some or other nearby country! I wasn't given a choice—just the refusal notification. And I'm desperately trying to embrace Global Trade! Have I done or enabled something that cuts knowledge sharing off?

You probably got the offer from the other country, which was displayed in the form of a flag in the upper left corner with the other alerts your country gets, which you didn't open so it automatically expired after 60 days. Go into your message settings and set it so you always get pop-ups about these kinds of offers, so you don't miss them in the future.

You probably got the offer from the other country, which was displayed in the form of a flag in the upper left corner with the other alerts your country gets, which you didn't open so it automatically expired after 60 days. OK, that could very well be… But I've checked the message settings, and next to "When a nation makes a decision about Knowledge Sharing" it has two icons highlighted in green: "This message type currently is displayed as a popup" and "This message currently is displayed in the log". All the other icons are greyed-out.

So if it's supposed to be displayed as a popup, shouldn't I then see it? Or are there other message settings I need to look at?

Reread that description. Messages can be fine-tuned to a somewhat excessive degree. The option you describe only says that it'll send a popup once you've accepted the offer, not when you receive it. That one's more useful to set as informing you about certain foreign nations, so you'll get an early alert that they're about to catch u pin institutions.

Well, then it looks like there's no message popup to inform you when Knowledge Sharing is offered. The only other message containing the word "knowledge" is "When Knowledge Sharing ends". I searched all messages. Yet I'm sure I've been notified previously when it was offered. Why would they send a message only when I've accepted, and not when it's offered? Is the Alert the only notification they give when Knowledge Sharing is offered? I find this very strange.

Are you the country Utrecht? If not, the offer might not even have been for you. Maybe the country Utrecht got the offer. But an offer which was declined by an AI is also strange. If it was for you, it should say "we declined" not not that Utrecht declined.

In general it is useful if you make a screenshot if something unusual happens and then post the screenshot here. That way we can better see what is going on. And in some cases the last autosave and/or the save game from the situation is helpful as well(but not in this case, because notifications don't persist in the save).

Ah, right! I remember that now. Thanks. Hopefully someone will still offer to share knowledge, and I can turn the alert into a message.
They usually will, if you satisfy the conditions and they like you. Most likely one of your allies will offer it again, you just have to make sure to have more than 10% net income, because that's the price you will have to pay, but the AI won't offer if you can't pay for it without going into a deficit.

Once you see the alert, you can open it into a message, and bottom right corner of the message, you can set its pop-up preferences individually.

Yes, I'm Utrecht. It may have said "we declined", with Utrecht in the heading. As I discovered (above) the offer must have come as an alert, not a message, which I didn't see so it timed out. I've now had another such alert, which I changed to a message in future. I accepted that alert, so I'm OK now, I'm getting the knowledge I need.

Point taken about screenshots in future. Thanks.
