Normally, I understand why particular characters are heirs. The laws, while sometimes convoluted when confederate partition wants to create innumerable titles, are pretty straight forward. But this situation makes no sense to the point where I'm opening the debug window to find out what's wrong.
Now, my eldest daughter Hengbo should be my heir. Confederate partition with gender equality. You'll notice all of my kids except her have land. I'm not disinheriting anyone right now (no need) because I have handed out plenty of land. Now, several of kingdoms have elective law, but not all. Zhetsyu and Jiarong are not elective, so they are counting as part of confederate partition. I will rectify this when I get a bit more prestige.
I have nominated Hengbo as my candidate for all elective kingdoms. And she is the preferred candidate for two of them as you can see.
But my aunt is clearly my heir. She's not getting elected to one of the elective titles and breaking off part of my empire. She's just my heir.
