Why is Modena independent in the year 1399 in Divine Wind, but not in In Nomine?

Was it? I don't remember well enough. I suppose it was to separate Milan's Tuscan posessions from their core territories.
Wikipedia seems to indicate that Modena should be independent, and also rule Ferrara:

Modena was a free city in 1399, and became a Duchy later. Ferrara inherited the title to Duke of Moden in the mid 15th century.
So Divine Wind is correct here.

Yup. Divine Wind it sure does and pretty sure it was the same in HTTT also.
