The province # 2011 is named Manahoac (Shenandoah for the file name) and it is surrounded by the Thirteen Colonies region but is not part of it itself. Was this done intentionally?

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
I'd bug report it, I think its one of the newer provinces introduced with CoP and a few of those in the New World got overlooked when assigned to regions. When CoP first launched there was a couple provinces in western North America that didn't belong to any region and could never produce trade goods.
