There are normally events which allow a country to flip ideology if an ideology gets too high. However, these events are disabled for countries that already have a focus path to switch to that ideology. Japan has a fascist national focus path, so it can't convert to fascism peacefully except by taking that path. To flip these countries, you'll need to stage a coup.
