Why there is no option to change the government to non-aligned, using elections or referendums? Even with a massive majority, is impossible to switch to this ideology without using a focus tree.

Because the devs can't really decide what non-aligned means. It is strange mix of democracies, autocracies and monarchies.
Non-aligned just means everything that isn't fascism, liberal democracy, or communism.
The problem is that "Non-Aligned" is not an ideology. It's a placeholder for regimes that either didn't align with the three major factions, or for those that don't fit the three categories. "Non-Aligned" is everything else: non-fascist dictatorships, monarchies, theocracies, anarchists, neutral republics... You can't very well have a chunk of people that support the "Non-Aligned" cause, doing stuff like winning an election or demanding a referandum, except for nations with focus trees that give definitive answers to the question of "What does the Non-Aligned party represent in this nation?".
Hopefully, Paradox will stop trying to fit square pegs (complex political arrangements) into round holes (a 4-point "alignment"-based ideology system) and overhaul the ideology system one of these days.
Finland never joined axis officially.Non-Aligned is just a catch-all of ideologies that aren't quite democratic, communist, or fascist, plus countries who ended up in the "wrong" faction, so to speak. So on the one end there are monarchists and anarchists, on the other you have Finland who was democratic but joined the Axis, and Fatherland Front of Austria which was Fascist but opposed the Nazis.

Makes me wonder when we are gonna get the italian armistice...It really depends what you mean by the words "never", "joined", "axis" and "officially" ....
In pretty much every way except signing the Tripartite Pact they were a member of the axis. They were a base for German troops, they fought alongside the Germans, they were officially at war with both the UK and the USSR, they signed the Anti-Comintern Pact, etc. Yes, we all know the reasons why they did these things, but from a game perspective they should be members of the Axis up until they turned against the Germans.
(interestingly other countries we typically think of as Axis also did not sign the Tripartite Pact - Thailand, Manchukuo, and the other Japanese puppet states in Asia did not sign it).
