Don't know, I'm not an expert of German law. It's Paradox's choice and I don't really see why people are getting so worked up over it and posting tons of these threads.

Generally any mention of the law I looked up only mentioned the swastika and the flag of nazi-germany, which aren't in the game anyway, as propaganda-images of the nazi-party.
Additionally the game "Sniper Elite V2", which was released uncensored in Germany, had an additional mission in a dlc, which also in in no way censored in germany, to kill Hitler. And that very clearly depicted Hitler and didn't have any problem getting released in germany.

And thats the problem. German law sees games not as art, even though games ARE art. Most german politicians probably still think these stereotypes about games and gamers are true...it is not that easy.

To give a rough translation:
Pictures of Hitler were used as part of the propaganda. Much more then anybody else of the Nazi-Elite. Therefore his picture is considered as nazi propaganda and illegal. (Outside of, as we all know by now, Art or education.)
