Why is current piracy bigger than max piracy?

Why is current piracy greater than max piracy? My mathematical knowledge is broken.

Could be a bug but could also be just that max piracy is a limit on effective piracy.

This means that if you don't reduce piracy at all, max piracy is all that would be removed from your trade value, even if actual piracy is much much higher.

Has one of your lanes lost value recently? Because maybe they where attracted earlier, but because the value was lowered you have now more pirates than the current value supports.

Hot damn, now even the pirates got unemployed. Think of your pirates, improve trade value right away!

You can have that if the max piracy was previously higher, but was lowered due to change in trade value/trade route. Current piracy won't change until it is suppressed down.

It's a bug, sometimes after building gateways, the old lanes still have the old piracy value and it will never be down anymore. I even had a bug when the above thing happens and it is impossible to remove piracy, thus makes that route inaccessible, even when an upgraded starbase was later built onto that route.

Piracy doesn't go down on its own. If you reroute your trade such that trade goes down in this system the current piracy will persist even if it is above max piracy.

I've had pirates in systems with no trade as a result.

Piracy doesn't go down on its own. If you reroute your trade such that trade goes down in this system the current piracy will persist even if it is above max piracy.

I've had pirates in systems with no trade as a result.

Sounds like an oversight to me. There should probably be a mechanic to lower piracy over time if the value of the trade route drops below a certain value.

Here's how it works as I understand it:

Current Piracy is the raw amount of piracy occurring, before taking into account any suppression or starbase effects.
Current Piracy + starbase and suppression effects = Piracy Effects, which cannot be greater than the Max Piracy value.

Max Piracy relates to Piracy Effects, not Current Piracy.

Edit: I'm not sure how Piracy Suppression factors in. The piracy effects of -172.99 comes from current piracy + starbase protection. The 20 value for Piracy Suppression doesn't seem to figure in on this screenshot. If I had to guess, I'd say it might lower the Max Piracy value, but without looking at the code or testing I can't be sure.
