This is so frustrating to me. It's been several years and there is still no coop mode. This game would benefit so much from two or more players being able to share control over the same country, like in EU4 or HOI4. I don't enjoy most Paradox games unless I can play them with friends on Discord and paint the map together. The inability to do that with Imperator has meant I only play it now and then, as opposed to the countless hours I've spent with friends in EU4 and HOI4.
There are some games like Stellaris and CK3 that don't have coop, but you can make it work. Strategic interests more easily align in ways that allied play doable. Playing Imperator with an allied friend in control of a rival empire is not especially fun because it's rare for two different empires to not overlap in territorial expansionism. It's just not common for strategic interests between two empires to align, and it takes forever to transfer troops back and forth, making it infeasible for two empires to work together in one empire's territorial expansion wars.
