Austria is certainly much more powerful in AHD than vanilla. Overpowered? Imho a bit, yes.
Because even when Prussia defeats them in several early wars, they will usually rank around 4-6. Their pop numbers in Bohemia are just enormous. I have seen one or two games out of more than a dozen complete playthroughs were Austria was NOT a GP.
And after playing them myself I agree with the comment above: Nationalists need to be more dangerous.
