Why hive cannot form research federation?

The literal "why" is because Hives don't have ethics, and certain ethics are needed to form certain federation types.

It is unfortunate though. Hives aren't as fleshed out as they could be.

It is unfortunate though. Hives aren't as fleshed out as they could be.
Machine intelligence also dont have ethics, and yet they form research federation.

For some reasons, for years, PDX just decide that hivemind must be locked away from most of games features, federations, ascension perks, you name it. Things improved a bit with the changes to clones vats and the fact they can be necrophages now.

But, if you want some good content for hivemind, you should take the Forgotten Queens mod, it add a tons of features fir hivemind, new civics, organic ships, new gameplay features and ascension paths ( hivemind psionic and "synthetic") and their own ecumenopolis

I find that federation types are very artificially limited in general. I understand what they're going for in terms of flavor, but in terms of gameplay, they're just blocking off potential strategies.

Personally, I'd like it if empires that don't just start with the ability to create those federations could adopt or complete one of the thematically related tradition trees to also be able to form such a federation. In terms of hive minds, they may not have ethics, but they certainly do go down paths of specialization through these traditions.

I have made my personal mod, that makes federation types to ethics rather than civics:
- opens all federation types (except trade league) to gestalt consciousness
- Pacifists, materialists and egalitarians has access to research federation
- Xenophiles and megacorpotations has access to trade federation
- Authoritarians and xenophobes can form hegemony
- Militarists can create military federation
This way only spiritualists dont have any option, but you cant take ONLY spiritualism, so You will always be able to form any federation not counting galactic union.
Im triggered when most ethics can do nothing, exept wainting that other, more privilaged empire will form federation, and then join to them.

Yeah, especially that hive mind suppoused to be the limitless ethic... Playing fanatical befrender, purifer, isolationist, research fanatics, should be possible, and changes in this behaviour should be as easy as changing politics in normal empires.

Discovery gets access to Research Cooperatives, Supremacy gets access to Martial Alliances, Mercantile gets access to Trade Leagues, and Domination gets access to Hegemonies.

I feel like maybe in addition to certain civics, traditions could unlock the ability to join (but not propose) certain federation types. Discovery gets access to Research Cooperatives, Supremacy gets access to Martial Alliances, Mercantile gets access to Trade Leagues, and Domination gets access to Hegemonies.
Everybody can already join any sort of federation.
Gestalts in trade unions and spiritualists in research unions is not a problem at all, unless something changed.

It's forming them that's locked.

being a hive mind should limit your diplomacy i think hives should have access to research and commercial pacts. even if its somewhat onesided they could have a debuff to it but pops could still trade as individuals and hive could supply them while trading for personal interest. its not like a hive is incapable of understanding supply demand needs and produce goods to sell. or wanting payment for its own interest.

This is why i think hive should have trade value in terms of intergalactic trade, to form comercial pacts, and trade with other empires, especially in trade league, but i understand why devs limitted this option (yet i dont agree with their logic).

hive and machine intelligence really should have their own sort of federation. autonomous integration. akin to subversive borg assimilation. where they are a leader like in a hegemony where members get hive leader modifiers to output and crime reduction until they are well integrated with nerve implants to better function to the hive mind. there should be special federation capitalships hive synapses to improve all combat traits. tier 5 is the collective will.

This was brought up in the most recent Q&A, and the answer basically implies that they just didn't think about it until now.
Something to realize any time hiveminds come up is that to enable something for a hivemind takes work, because normally everything's based around "only certain ethics get this", and hiveminds have no ethics, so you need a special authority type trigger for them. Machines have it a bit better because they got their own DLC and thus more focus.
