Probably so you could actually afford colonies when trying for the African Power achievement.

Also, Constantinople is basically guaranteed to get a large base tax boost within a decade via decision.

One of the reasons was to represent a high population (population is one of the baserate factors) and hence more difficult colonization through powerfull revolts.

I just realized that Kongo has a higher base tax and base manpower than Constantinople. 10 and 6 vs 9 and 5.

Constantinople was famously depopulated during the beginning of this period, and both the Ottomans and the Byzantium have unique decisions to massively increase the base tax of Constantinople. I've had a 24 basetax Constantinople where both decisions happened. The 6 reflects a depopulated Constantinople, after the Black Plague killed half the population in the mid-14th century.

It was only the "dark heart of Africa" from European perspective. The Kingdom of Kongo itself had about 600,000 in this period, and 100,000 in the capital.

When Constantinople was captured in 1453, there were only about 50,000 people in it. So it's actually relatively proportional.

Naturally I understand this offends a Eurocentric racist stereotypes of many of the posters here, so feel free to argue why it should be different.

well, i would be totally fine with it when the kongo region or sub saharan africa couquered and colonized nearly all of the world like europe did. you have see this base tax in a historical perspective. also i am totally fine to be called some kind of european racist because of this opinion.

I do see it from a historical perspective. Kingdom of Kongo was a large, wealthy, and relatively centralized nation compared to the rest of Africa. It Christianized relatively early and we have good records of births and population from Jesuit missionaries. It was also an important center of trade (especially slave exports).

It still has subsaharan tech group which means it stands absolutely no chance fighting against a western country (or even Muslim or Indian country). But it was still twice the population of Constantinople in 1453.

What more do you want?

Not in EUIV they aren't. We have production and trade efficiency and buildings that boost wealth but require tech.

So what? Natives were so much behind Europeans technologically, yet, as far as I know, the Aztecs were incredibly rich. Mexico is base tax 10, which is still more than Constantinople :)

Byzantium is great! You can use them to feed away Ottoman cores in Europe for 0 AE, then with little effort turn the rest of the Ottos into "distant overseas"
