I want to change my Crown Authority Law and I found that some foreign kings appears as oponent. For example you can see in the image, Queen Desislava of Bulgaria, Doge Pietro II of Venice, King Vache of Georgia, Duke Pribunja of Slavonia and many others.

Is this working properly or is a bug? For me it doesn't have sense that an independent kingdom can have a vote in an internal law.

They aren't foreign so much as they are legally part of your realm, but "nominally" independent. Also, depending on the law, those independent rulers can be affected by the law change.

It´s just stupid mechanic, nothing more. Those rulers don´t consider themselves to be part of your empire (if they were, wouldn´t they be your vassals?) and will always vote against you. That´s why playing Byzantine Empire in later starts is terrible. You can´t change your crown laws ever.
Luckily, it is changed in Conclave, IIRC, where your council votes on everything (I suggest buying it, DLC itself added lots of good stuff, it´s mechanics from free patch which are hated by everyone).

Also, everyone, please, can we stop with this "they are legally part of your empire" bullshit? I don´t recall Palaiologoi emperors asking Ottoman sultans to support their propositions to change laws. It´s just stupid mechanic and we should be happy that Conclave removed it.

Your empire claims the lands they occupy as part of itself by law. Thus the laws of your empire apply in their kingdoms too. It goes both ways, they get to vote, you get to have a legal excuse to end their nominal independence.

That's because de jure vassals of a different religion cannot vote on your laws. That has always been the case.

The main historical example everyone knows is William, Duke of Normandy, vassal to the King of France. He conquered England and other places, and after Stamford bridge, was both King of England and duke of Normandy. In game, that means he was de facto independent as king of England but de jure he was still duke within France and would get a vote if France was elective.
