Why Finland won't join my wonderful alliance ?

I am in May 1941 (Germany on hard/agressive) .
France , Poland is gone since 39 .
Russia lost Moscow and Stalingrad in fall 40 .
I added Bakou during winter 40 and Leningrad is falling as I speak .
The war in the East is as well as finished .

During the whole time I was increasing my standing with Finland because they didn't go to war with Russia when I did .
I am now at 200 , guarantee independance , have beligerence at 0 and what not .
Finland has territorial claims on SU but a non agression pact untill december 1941 .
Yet they won't join my alliance (probability 0) .
What is happening there ?
It is not that I really need them but I don't like the idea of Russia capitulating and Finland still refusing my friendly alliance proposals .

Btw I have the same problem with Italy .
I didn't want to ally with them before breaking the Soviets and the morons got in a war with UK&US and half of the world .
So now that I could use their naval techniques because UK is the next on my list of unfriendly people they also don't want to ally (probability 0) .
Why would not a fascist country that has its hands full with a world war that is beyond its capacity , like a helping hand from a sympathetic neighbour ?

No .
As I said Italy is fascist (as it should be with Mussolini) and Finland is PA .

That is odd, its maybe because you went to war in 1940 against russia. Italy should join after you've taken paris, and with 200+ realtions, Finland usually join after the winter war, or when you start your invasion.
Otherwise I have no idea and probably never will :rofl:

Its because you went to war in 1940, the Winter War probably never fired.

Italy probably doesn't want to be in a war against the Soviets. (so you'll likely be able to get them to join if/when you finish the war with the Soviets)
Finland probably still has a peace treaty with the Soviet Union, and thus also doesn't want to join your war against the Soviets.

I've had Finland join while they've still had a peace treaty with the soviets.

Strange thing .
When I load a saved game and log in as SU , first thing Finland does (in the first hour) is to declare war on SU .
Then I reload save but log in as Germany again and the Finns stay put and do nothing .
What makes it even more troubling is that about the only territories that the Red still have west of Urals are on the Finnish border .

It looks like if they said "Ahhh the poor German AI , I must help them asap othewise they'll f... everything up ."

As for Italy it may be that .
Having US declaring war on them probably put them in a panic mode and they didn't want to have Russia as ennemy as well .
Even though how they could have represented a threat for Italy with the Wehrmacht standing on a line Astrakhan - Arkhangelsk and pushing east I can't begin to guess .

..Well, atleast the rules are clear

Seriously though, I usually see the chance jump up when their peace treaty ends, it might ofcourse just be an AI change that occurs around the same time.
