Why exactly can't I play as the lord mayor of Genoa in TOG start?

I have the republic DLC yet it's still telling me I can't play as a republic in TOG start.

You can only play as duke+ tier republics.
At 867 Genusa is count tier.

At the least, you can play as Baron(Patrician) level if it's available, too.

You can still play as Venice or Amalfi in 867.

You can start a game, use a cheat to give the duke title to Genoa, and then switch over to them.

Or be the king that commands genoa, give the duchy to genoa and switch back to genoa.I created many republics this way.

Sorry for reviving old post but, Is there anyway to disable the "Duke and above" rule in the game files or a console command?

I think it's stupid that you can only play Duke level Republics. Why is that even a rule?

It's not a rule per se. You can only play Merchant Republics, not regular Republics. And Merchant Republics can't be Count tier.

Because merchant republics use some mechanics which wouldn't work if there were to many of them.

Because it allows the patricians to always hold counties when not the doge, otherwise they would lose all their county titles to the new doge when they lost the election if the doge was count tier.
