Why Emperor title in HRE doesn't give empire rank?

Out of interest, did you add your provinces to the Empire? And does it drop your rank down when you become emperor?

Although, im not sure you are big enough there to actually become an empire, its 1000 development isn't it?

Everything in Europe, yep. And yes, the game tells you the sacrifice you're going to be making when you hover over the usual "Add to HRE" button when you go to press it in your capital.

So, if you hadn't added the territory to the Empire, could you have stayed as an Empire and been Emperor?

It would be nice if it at least gave the relevant emperor level title.

Agreed, your ruler should be called Emperor. Will fix.

You can declare all the territory you want to the Empire, so long as you don't add your capital to the Empire, if you want to retain your empire.
