if you play emperor like it is intended to play, you gonna need every bonus you can get for the HUGE amounts of responsebilities,work and trouble the emperor title comes with.You already get heaps of bonuses for being Emperor of the HRE, adding Empire bonuses on top would be overkill.
What about the title itself? I never actually looked so maybe its already the case, but shouldnt the HRE emperor be called EMperor (insert name here). Not government rank though, that would be insane.

And being emperor was mainly an honorific title for the HRE at this time. I believe the greatest use of imperial powers in the EUIV time period was leading up to (and during) the 30 Years' War - where the emperor got involved in the religions of the state. But realistically the emperor did not have any real power in the other states, principalities, and little fiefs. The Holy Roman Empire was not at all like other empires or powers you would normally associate with an "empire". It was very weak, fragmented, and not really united under one political system. What lasting politics and laws they had were created under the Golden Bull (1356). It was called an empire in a desperate attempt to recreate the Roman state and making it "holy" was supposed to weaken the influence of the emperors relative to the Papacy... but that didn't really work.

Regardless of my personal situation here, I agree with Wiz. Nevertheless, there's a certain amount of amusement to be had here. Giving up my "general empire" to become the Holy Roman Emperor was an easy decision.
