I wanted to see the HRE being form from the prespective of the ERE, so i used the console to give Karl 10K money, improve his relations with the pope and i enforced his claim of the Kingdom of Lombardy.
Later i switched to Karl again to see why he didn't form the HRE, and the decision requierments were met, so the Ai could do it, but yet Ai Karl dosent't form HRE even tho he can clearly do it. WHY?

My second game, I gain independence via surrender from my former king, the only problem was early in the war, which did not last long, he was captured by a mayor of a count of mine. But he surrendered when the war score was like 10% in my favor and he maintained positive opinion of me. We were friends.

I could not free him. I wanted him free. It just felt wrong. So I assassinated the mayor and nothing. Then I noticed the prisoner (King of France) didn't have enough gold.

I used the console to give him the gold. After years he still wasn't free. I eventually had to take out that count, and also take over the city to be able to free the guy.

Idk why I cared..

The only relevance is that sometimes the AI doesn't make the same decisions we want them to make, that seem good for them. I've not been playing long and that much seems obvious so far.

I know that the ai dosen't make the best decisions.
But didn't the HRE get formed all the time in older versions(2.70)?
I realy hope that Paradox didn't make the ai worser, just to add a better ai dlc.
In the end you are right, the only Paradox ai that is semy-competent is EU4 ai.

In the end you are right, the only Paradox ai that is semy-competent is EU4 ai.
The EU4 AI has been doing hilariously stupid things to rival any of its counterparts for quite some time.

The only Paradox AI that is semi-competent is the one you haven't been watching very long.

They're definitely not gonna do any kind of 'better AI DLC', as mentioned above--they're not doing any more DLC for CK2, its dev cycle is done, this close to CK3.
