The General Government was basically Reichskommisrat Polen, and the Protectorate of Bohemia and Moravia was basically Reichskomissirat Bohmen und mahren. We have five other Reichskommisrats (very appreciated, by the way), but we have to occupy those two regions directly, like they're Northern France or Serbia. What gives?

You can puppet Poland after the war and it’ll be called General Government. However, remember that Poland never technically capitulated and the Germans didn’t really bother try establishing a collaborationist government in Poland (due to reasons not allowed to be discussed on this forum), hence why establishing it midwar as a collaborationist state/puppet wouldn’t be an effective representation

The other RKs weren't really collaboration governments, and to be honest I don't think you should be able to establish them during the war (Germany should basically eat all the resistance they get), but they at least had some degree of German efforts to secure collaboration. From what I Can find through a quick google search I can find some collaborationist groups from Soviet citizens and from the Baltic areas (RK Ukraine and Ostland). Norway, Netherlands and Belgium also had collaborationist governments and units. All the RKs currently formable had at least some major local leaders playing a puppet role.

Poland from what I can tell only really had a collaborationist police (less than 20k even with the Germans drafting officers and its chiefs resistance members) and the entire General Government was blatantly German led in terms of Officials (no puppet Quislings like, well Quisling).

Edit: Just an added thing - at the very least I feel that the Germans should be required to have a sizable compliance before being able to take the RK decisions if not being forced to take it while at peace

Moreover, this police consisted mostly of pre-war policemen who were forced to join it and they joined various ressistance groups en masse
GG maybe should spawn with like two divisions and no cores at all, and be plunged by Hans Frank's corruption and polish ressistance armies
Moravia would be nice but I think RK's should be like really weak. They could have only one core, in their capitol, like in HoI3 for example.

They should add all RKs, but also require a minimum compliance so that the initial resistance is handled by Germany. Bohemia and Moravia should be turned into a RP immediately, as IRL. In the game they start at 50% compliance.

It's RKs that, together with Malaya and the Dutch East Indies, are the inconsistency, not the lack of a Protectorate of Bohemia & Moravia and the General Governorate for the Occupied Polish Region. Almost all other similar territories are handled by occupation laws and state core mechanics, as should all the aforementioned be were PDX to maintain consistency with established logic, logic that makes sense given how HoI4 is not designed to simulate sub-national administrative entities, nor does a good job of it when forced to attempt doing so.

Manchukuo and Mengjiang (Mengkukuo), IRL powerless rubber stamps for Japanese occupation, and India are the other inconsistencies, but unlike the others, they at least have some basis for existing beyond just "it's cool flavour and another HoI game (Darkest Hour) had them" or "meme focus tree can steal European colony".
