This doesn't make any sense. People can acidentally buy packs that they already OWN. I would also like to know where I can see what packs do I own so I don't acidentally pay for the things I own myself.
Why doesn't Steam notify me what portrait packs I own?

No, people can’t accidentally buy packs they own. Steam won’t charge for what you already own. If you select the imperial collection for example it tells you how much of the items you don’t own yet and charge you just for those. And you even get the bundle discount.
