They messed with the logic of AI taking it. Before Emperor it was fine.
Before 1.30 - AI get DotF sometimes
1.30 - AI take DotF always when they have money, even just after losing it.
After 1.30 - AI never takes DotF

And the Ottomans were constantly defending the Maghreb from the Iberians and all the steppes from Muscovy, and whichever of Spain/France/Commonwealth was doing best would be protecting the others from any Muslims.
They had a geopolitic interest in the region at the time due to being of the Habsburg dynasty and owning land in the Low Countries, and Holy Roman Emperor for essentially the first half of the 1500s. DoF in general added an extra layer of difficulty. I'm kind of sad they didn't keep the 1.30 rules for hard or hardest difficulty.

I think its fine it isn't a part of the game. Every time I noticed the feature (from AI) it was some BS.
