No, it treats you worse than a Pagan for conversion purposes. This penalty is rather insulting and just generally a slap in the face for anyone converting a Zoroastrian empire. You can't afford to lose any provinces because they'll be converted almost instantly and you have no fancy decisions or anything with which to increase your own missionary power beyond stability, religious ideas, increased narrowminded, and inquisitors.Fustrates me too. I think aitaituo's reason is accurate. It's just a bother to spend all that time creating a Zoroastrian empire and then... getting treated as basically a pagan for conversion purposes? The converter should really take away that penalty and replace it with a bonus if the player reinstates the Moabad-Moabadan.
