Why does vassalizing a country with tributaries turn the tributaries into vassals?

Vassalizing a country with tributaries turns the tributaries into vassals of the new overlord. Uhhh...why?
Because the Ottomans needed more vassals...

But yeah. They never managed to make tributaries transferable. And instead of fixing it, they simply removed it from the age ability... So next step will probably be to set tributaries free when their overlord is vassalized. At least better than making them vassals -.-

because in the last patch u would get them as tributaries even if u had no business of having tributaries what was a bit to op (jes Austria with Theodoro as a tributary) so they changed it but I think they messed up the change
