I am at war with an enemy and it triggers and takes alot of occupied systems and planets while I am at war. Because I am at war I cannot declare war against them right away to take the systems back.
It makes no sense for them to seize those planets and systems they would have to kill or assimilate whatever garrisons and other forces I would have left there. Who would violently resist and trigger a war. No occupying empire who is stronger and in a position to react would ever just let the driven assimilators freely take over their worlds without a fight.
Oh and they trapped my units until I declare war on them by closing their borders.
