British missions give claims to Bremen, Lübeck, Danzig, Riga and East Prussia, but these don’t seem historical.
Why were these areas targeted instead of the low countries and western India?

They're not. They're apart of the Control Trade branch of the tree, and controlling Baltic Trade is essential to monopolizing the Channel Trade zone.
 
Isn't it necessary to conquer Low countries and Normandy to monopolize the EC?

If you're doing an England game properly, you already have Normandy, no need to conquer it. :p

The low countries are a different story, you'll need to spam tons of light ships, manage to get transfer trade agreements with Burgundy+Friends, or conquer most of the Low Countries to get 85% trade power.
