Why does Paradox keep saying their historical grand strategy games aren't about war?

CK3 Game Director:

"Warfare is not and never will be a primary focus for CK3" (Dev Diary #109 - Floor Plan for the Future)

Victoria 3 Game Director:

"The main reason is simply that Victoria 3 is a game primarily focused on Economy, Diplomacy and Politics and we felt a more strategic approach to warfare mechanics fits the game better than micro-intensive tactical maneuvering (Victoria 3 - Dev Diary #22 - The Concept of War)

I get the feeling that this shift is because they have completely given up trying to improve their AI and now they can just handwave away from their failures with "well warfare is not really a focus of the game"

What's next? No war in HOI 5?

Paradox, your shift away from war in your historical GSG is idiotic. Please stop.

Ok:

Imperator is a GSG (sadly, abandoned)
Crusader Kings is a Dynastic simulator with GSG mechanics.
Europe Universalis is GSG
Victoria 3 is an economic simulator with GSG mechanics
HOI4 is a wargame that believes itself to be a GSG
Stellaris is a 4x.

Warfare is central in a Wargame like HOI4. Secondary in a GSG, tertiary in a non-pure GSG.

They are not shifting away from their game philosophies regarding their franchises, CK3 is going too far in the rp line, but warfare WAS NEVER CENTRAL in CK2. Same with Victoria 2.

That's it.

I am only afraid of 2 things could happen to our favorite & fancy games brand "Paradox" which is:

1- Politicians force them to change things!

2- Pay to win or add things to make players play much more longer hours!

Because thats what a lot of people want. War is just the most interesting part of gameplay for most Paradox GSG, while internal managment and economy leave less room for players to shine or screw up. So if you say that war isnt the main focus you will attract people.

Especially in Vicky, that is loved for its complex simulation of demographics and economy. Not for its warfare mechanics.

It is only pay to win if you have to pay for it to win, which is not the case in Paradox games. In single player you can win without having any DLCs and in multiplayer everyone has the same DLCs as the host no matter if you bought the DLC or not
You can't increase dev in EU4 without Common Sense DLC. Or couldn't at least, idk if they changed it at some point in the last like 8 years or something.

A paradox game with no war? That's like a pizza with no cheese.
