I have my steam account attached to my Paradox account and I have Victoria 2 on steam. I read that you have to use a key to register games individually but my steam key disappeared. What do I do to access the mods here?
Why does it says i do not have permission to view mod pages?

It's not fully synced or something, because you would see icons like under my name. Give it another try with Register a Game above. It should be fine to sync your steam account.
Without a key for the base game you have to do this (now the standard procedure):
