I believe the inconsistency is just caused by multiple designers touching the data at different times.

Q: Why doesn't Andhra have any kind of religious tolerance idea when almost all of its neighbors in the Indian subcontinent have some? Was it particularly religiously intolerant or something?
My answer: The Andhra idea set was added later than most of the Indian ideas. Consequentially, it does not follow the "rule" that most Indian countries seem to follow.


There aren't many NI sets in this game now that didn't go through me.
Austria is one of them though, so I cant say why it's 3 rather than 2.5. I'll ask others but I am not sure we'll make such a small change just for conformity.
As for Andhra: Hindus don't get as much tolerance and I wanted this tag to stick out a bit. It's also based on a state that was pretty traditionalist to the times before the Muslim conquest.
