Why does Hab get +3% dyscipline?

I was analysing something about military and i started think about hab's discipline.

Everytime in the world discipline has fixed values - 2.5% and multiple. There is only two ways to get less or more than this - Hab's idea with 3% and Prussian Monarchy.

Anyone has expain this?

I am asking why they got 3%, not 2.5 or 5%.

Maybe because devs think that with 5% Discipline Austria will be quite OP

I believe the inconsistency is just caused by multiple designers touching the data at different times.

Q: Why doesn't Andhra have any kind of religious tolerance idea when almost all of its neighbors in the Indian subcontinent have some? Was it particularly religiously intolerant or something?
My answer: The Andhra idea set was added later than most of the Indian ideas. Consequentially, it does not follow the "rule" that most Indian countries seem to follow.

Guess you are right. Vijayanagar is Hindu and does have tolerance, but that's probably an exception though...

Maybe a minor balancing, 5% could've been too much, but 2.5% could've been too little.

But if that is the case, it's a stupid line of thought. There's almost no difference between the 2.5% and 3% even late game.

But doesn't it come with another modifier attached? Maybe it's so they don't get the full 5% discipline plus another bonus.

Any thought to making their ideas (or hell, most of the Indian idea sets - recent changes have mostly weakened them!) not completely awful? The generic 'Indian Muslim' ideas are one of the most appealing sets in the region now!

That makes sense. At first I labelled the Andhra idea set as one that's very lame and lacklustre. But then I realized it has a theme: defensive.

Ok, but engine has sometimes problem with fractions, so for me this 3% looks like just like a joke, because it won't make Hab army better than 2,5% discipline.
