Why does going to the barber not work the same way when you play an African woman?

If I create a female African character using ruler designer, I can pick between a number of suitable hairstyles. But in-game I cannot change hairstyle, I can only change to a different headgear. Why is this, when for every other type of character you can change hairstyle but not headgear?

I've played plenty of non-African women before, and I was able to change their hair and not their headgear. In fact, I remember being annoyed because the headgear that I couldn't change was obscuring the differences between the hairstyles. More hairstyles would be nice, but they're completely useless if you can't access them. I've also noticed that recently all female African characters spawn bald, I don't know if that is related to this problem.

I didn't know there was a bug involved, but I do know your choice of hairstyles and beards can be conditioned by your culture and religion. Female characters belonging to the west African portrait set can have shaven hairstyles only if the belong to a west African culture and religion. If they (for example) converted to French culture and Catholic religion, the shaven hairstyle would ne disallowed. I'm speaking from memory here, but there was a file in the game files with this stuff.

Edit: I found the file I was talking about, it's 00_portrait_properties.txt in interface\portrait_properties.

I haven't read the whole file but maybe there's more coden barring African women from having more "elaborate" hairstyles.

It's a 3.0 bug, not specific to Africans. It has something to do with changes related to the French portraits and I believe all non-French women are affected.
