Why does 'full citizenship' apply to partially enslaved species?

I really don't get this change. The description even says 'each and every individual of this species is an esteemed member of society'. Caste system isn't necessarily the best way to describe every form of intraspecies slavery, but it's confusing as heck for this not to be represented in citizenship rights at all.

I suspect it's because Citizenship is an option or setting for all non-hive species, where as caste is only applicable to Authoritarian empires. Also it's flavor text.

Still, probably something along the lines of "This alien species will be treated as equal to your founding species, however good or bad that happens to be." would be more accurate.
