Why does France start a communist civil war when below 25% stability even when the communists have 0% popularity?

I'm not against the civil war, in fact I appreciate that this mechanic for France was added as it's meant to exemplify the particullary unstable state the French government was in the late interwar period.

But...

When you get rid of communism, why are you still in threat of a communist civil war when below 25% stability? Nobody likes them, 0% popularity, but at the same time they can find half a country to fight for them.

You have the Ban the Leagues & Banned Communism focuses to get rid of far-left and far-right extremists, which you can do quite early. Intuitively, this means that the civil war will be averted. If you get rid of the communists, what communists will be there to start the civil war? But that's not how it happens.

I know it's not difficult to keep your stability above 25% and avoid the civil war altogether, but if a civil war starts I would like it to start under a reasonable pretext. Alternative history, however unrealistic it may be, has to diverge from real history at some point. Logically impossible scenarios break immersion. A communist civil war when communism is gone is too far fetched.

Indeed the revolt should be stronger the higher their consensus is. If the revolt is very low or zero. They should have few or no provinces, at most just one flavor-only event that tells you 1000 / 10k people all over france protested (the famous diehards)

The mechanics don't support a civil war with both sides on the same ideology although it can perfectly happen in real life just look at let's say the Octavianus-Antonius conflict in Rome.

When people have completely lost faith in their government, they will turn to any alternative available?
Besides, banning an ideology prevents it from having organized parties, but that doesn't mean the people have turned away from it. IRL it tends to have the opposite effect.

Some of the civil war triggers are wonky. I just played Raj yesterday, SP and non-historical. I went for fascist India, but UK granted me independence, and bot Pakistan and Bangladesh broke away. I was fighting both when - POOF - civil war, and all my army got deleted. As in, every single division was gone.
Game over, man, game over!!

Party popularity in hoi4 is inconsistent IMO with what it’s supposed to represent. Sometimes it represents popular support, sometimes it represents support within the administration/government, sometimes it represents defacto power.

I’m guessing for France it’s supposed to mean that support within the French government has went to 0 but since stability is so low outsider forces are amassing forces outside the government
