Why does France declare war on a peaceful (relatively) Germany?

Hi there, I have a problem.

I started playing the 1936 scenario as Germany and was preparing for a war in 1940.

For some reason, France keeps declaring war on me (Germany). As far as Germany goes, I have been relatively peaceful. When Spain was having a civil war I didnt interfere. I have only accepted the annexation countries by game scripted events.

I even removed Czechoslovakia from the list of nations guaranteed independence by France so that when I partitioned it with Hungary, France would have less reason to come after me.

What is your Belligerence Level?
What is France's Interventionism Slider at?
What government does France have?
What is Frances Belligerence to declare war (you can see this when you mouse-over the Interventionism slider)?

IIRC there is a chance in one of the French elections that will allow them to DoW you even with only the scripted Belligerence hits.

how did you get 65 belligerance if you just accepted events?

Did the czech event end in a war?

As Germany, if you're going historical, your belligerance should never get much over 20 in the pre-war years. Although it can be boring, avoiding those wars of choice early on really helps set you up for success later (or the alternative school of thought is just attack everyone while they're weak)

65 is not "relatively peaceful" by any stretch of the imagination (IIRC, I'm about midway through the war when I reach such a belligerence)

One of the best bets in my oppinnion. Either that or the French AI is screwed up for the current game

The French AI being screwed up wouldn't explain a 65 Belli for Germany.

Well true, but I did a test run. Upped my Bell with cheats to about 65, waited a few months, heck almost year and guess.....Nothing. Guess I got lucky.

... in particular since any sane person just ups the domestic spies to 10, uses them to drive off every foreign spy (greatly reducing the chances of a smear campaign ever being used against them), and then stops bothering with this micromanagement hell for the rest of the game.
