1878 USA, and California now has 2,000,000 inhabitants, filling up all my factories faster than my capitalist horde can build them and also filling all the RGO's. Comparatively, New York has barely 900,000 whilst Philadelphia has 1,300,000

I'm not complaining, in fact this is good as my capis can all get good bonuses, but I want some workers for my Tobacco farms in the East Coast dammit!

Anyway to fix this? Playing on VIP:R 0.2 BTW.

P.S. - It's not the weather and beaches, Florida has better but not even 100,000 people living in it.

Immigrants go for four things. Ranked in importance.

1. Open slots in RGOs or Factories, no open slots, no immigration.
2. Rare RGOs, Precious Metals and to a lesser degree oil can draw immigrants.
3. Large states, the larger the state in provinces the more immigrants it attracts.
4. High life rating, this is the least important in attracting immigrants in the short run, but extremely important in the long run, as natural population growth is going to supplement and sometimes surpass immigration growth.

California fills all these four categories, ergo it attracts the most immigrants. Next in line, Alaska.

5. closest to province of origin of immigrant - as in it is the place in the nation that is the fewest provinces away from the province of origin of the immigrant. Because there are so many more provinces in Europe, this actually means that often for immigrants from central or eastern Europe, a line across Siberia and the north Pacific has fewer provinces than across Europe, the north atlantic to the eastern USA.

Note this is the same reason why ships will often not use the Suez Canal but instead go from Europe to Asia around the Cape of Good Hope - fewer sea provinces to cross.

If you'd like to kill immigration to California, just change the oil and precious metal RGOs back to their original resource configuration. If you want immigration somewhere else, just change an RGO in another state to precious metals.

...Or if you want to spread immigrants from California elsewhere...

a) Build some factories there to attract more immigrants (this step can be skipped if you wish).

b)On the meanwhile, build factories where you want them to settle later.

c) Delete those Californian factories as soon as you feel you've got enough people; unemployed craftsmen and clerks will go to states where open factory slots exist. Make sure your factories elsewhere (as in states where you do not want them to go) are at full capacity, though.

d) Repeat as many times as you wish.

Or simply convert laborers/farmers to craftsmen/clerks while your factory slots in California are full.

Just stop building factories and expanding RGO's in California. As they overflow, the people will migrate internally to places with jobs.

Well in vanilla Revolutions when I last played, I found hordes of British emigrating to South Africa, Australia and New Zealand. The trick? RGOs. With South Africa for example, they were only so many pops for RGOs and Britain was over full. So instead of expanding, I let them emigrate.

South Africa ended up with a population of 50% British, 10% Dutch and 40% African. Also, Namibia which became German territory also had emigration and attracted Dutch, Germans, Polish and a few Lithuanians if I recall.

Australia attracted alot of Brits too and nicely filled up. Didn't need events to do it either.
