i've found that it seems the ai is fine letting a few provinces get occupied by rebels, and then taking them later. not sure what the exact behaviour is, but they definitely are in no rush to eradicate rebels

If they continue to ignore it, it would be worth posting a save with a bug report in the bug sub-forum so that the team can take a look at what the AI is doing.

In my experience, as Viktor said, the AI does tend to ignore it until one or two provinces are seiged down, but the more recent bug made them ignore it all together in certain situations. It might not be fully fixed for 1.24.
