Why do the French guarantees in the Balkans exist?

Is it just for historical accuracy or did Paradox want to prevent Italy, Austria-Hungary or Greece (or any other country) from expanding there? Some people seem to know it but I haven't found an official statement from Paradox on this yet.
I really don't like these guarantees, I think they are not historical in 1936 anymore and they only make the game worse instead of better, so I'm curious why they were introduced.

The French guarantees for the Balkans exist to give more weight to the shift in French policy in the fascist branch. It is still possible to expand in the region, but you will have to fight for it. As Austria-hungary, you gain Austria and (probably) Czechoslovakia for free, but you need to gamble to gain Transylvania and if you want to push into Yugoslavia you will need to be ready to fight france. I think that is reasonable, you won't get free-ish territory forever. Italy, too is supposed to eventually end up in a war against a bigger enemy. Make sure you have good alliances - once Germany takes out France, her guranatees on Yugoslavia are meaningless.

Furthermore, Germany has event chains that deal with Czecholosvakia and Yugoslavia. If France backs down, the gurantees are removed.

Personally I feel, if either France goes the historical appeasment/go with britian path, and/or the Allies back down for the Sudetenland, then the Guarantee on Yugo should be removed.

I feel that's just a cop out though. You've made the world tension system to allow non democratic nations to have some freedom to expand until 25% tension.
This makes it all about timing and strategies in where the player wants to go and how to spend their time before things get too hot.

If I have to go to war with France because tension is over 25% and they put a guarantee on them then that's just the game being a game, I either got unlucky or failed to be strategic with tension. Putting French guarantees on Yugoslavia simply to 'put more weight on this shift In french policy' is putting flavour over fun.

Will there be event chains added in the future for Italy/Austria-Hungary to demand land from Yugoslavia? Sort of like how Germany as the fate of Yugoslavia focus path?

Personally I feel, if either France goes the historical appeasment/go with britian path, and/or the Allies back down for the Sudetenland, then the Guarantee on Yugo should be removed.
"Buy Time" (the opposite option of "Confirm Eastern Commitments" which is about the Balkan guarantees) would be a fitting focus for that imo. "We are not ready to face the Germans in the field. Our allies are weak, our military is outdated. We might have to make some sacrifices if we want to survive." Currently it only unlocks the Humble Appeaser as an advisor.

That's a good solution actually. Will do that for 1.9.2.

Too bad the AI will never pick the (completely ahistorical) focuses of the Fate of Yugoslavia though.

wait your telling me that... while this isn't historical... only added to make sure that France has some weight for the fascist tree and not anything to do with France even being considered allies of them or anything?

Any chance of fixing Hungaratian Ruthenia? Right now if the game passes 1945 without end of ww2 Hungary is creating "Hungarian Czechoslovakia" for it while even Slovakia exists which is a big "?" I already mentioned this to Bratyn but he said its not an issue (but it is). Hungarian Ruthenia should gain core when the first Vienna award happens since the territory from the ruthenian region returned with the first Vienna award (is not represented in game due to territory limitations) had a Hungarian majority.

short: make Hungarian Ruthenia a core when Hungary/Germany takes the first Vienna award focus (or the Hungarian "territorial claims focus")
