Why do some units not prepare plan?

In my current game, I'm finding units placed on the front line, some are not doing any planning even if included in the offensive line. I believe when defending a unit isn't planning as I've confirmed. But then even when not engaged, some units refuse to plan for the attack. What am I missing here?

I didn't have a chance to look at your save, but I've noticed this same behavior in several of my Ethiopia games. I believe the reason for the inconsistent planning bonus was that the Italians have placed one of their spy operatives nearby.

When building an active spy network, one of the benefits is a reduction to enemy entrenchment and planning bonus. This is what I think is happening to you. I don't have my old Ethiopia save anymore, but I thought I could see this when switching to the Intelligence Agency map mode.

You need to draw the Attack Arrow. . From screenshot I see the army have 2 line (one is fall back?) So only the troops at the frontline that have the attack arrow get planning bonus.
THe Fallback line you noted no longer has any units assigned to it. The screenshot just doesn't show the assigned number of units clearly. But it would explain the issue if they were still assigned to the fallback.

Yes, you are correct. The message is only shown when hovering over that small area of the indicator column. It's easy to miss, and also this is the first time I've seen an enemy spy network blocking the planning bonus this way. I've seen planning penalties indicated from a spy network, but never going to 0 on just a portion of units. Thanks
