Why do refineries only gives me 5 oil & 3 rubber?

The Soviets always manages to cut off my oil convoys, so I'm in a big minus when at war with the them!
I play Germany.
However, the refineries only gives me 5 oil & 3 rubber, not the promised 7 oil & 4 rubber.
I've tried reloading & building a second refinery too, but never gets more. Because of that, I need to build extras, but having quite the construction time, time that could have been spent much better.

Just to clarify, there are no unbuild factories "waiting", that would consume it.

Just to clarify: Are they really just producing 5/3, or is 5/3 the value you see in production screen? If latter is the case you're most likely trading away the rest.
Can't do much about that except for switching to closed economy.

If your at war with the Soviet Union and them pesky Russians are interfering with your oil convoys :mad:, go and interfere with their oil in the Caucasus :). Taking the Caucasus can and will be a big help to your oil problems, I always try to start war with the soviets sooner rather than later for this reason.

Taking the Caucasus can and will be a big help to your oil problems, I always try to start war with the soviets sooner rather than later for this reason.

Yea the infrastructure not great :(. Hmm never invaded Soviet Union as early as that, but I do tend to invade as soon as I have a minimum of 6 to 10 light panzer division and at least 3 or 4 medium and 60 Inf divisions freed up usually around early 1940.

Not unless another country buys those resources. Think of them as non entities. The resources are in the ether and are set aside unavailable to you but available to trade. Once another nation "buys" resources off you, you'll then get one civ factory per 8 resources "bought."

In other words, with anything but closed economy you lose resources without gaining anything. Unless and until another country buys them.

Slightly faster construction, slightly cheaper tech, and 1 CIC for each 8 resources another nation buys. The first two are part of the effects of all trade laws - the more resources you send to the market, the bigger your boost to all factory output and the bigger your tech boost.

The way it works you only get something in return if another nation decides to buy it. 1-8 resources cost 1 CIC to buy.

Well the main thing you get in return for exporting 25% of your resources is +5% to factory output and to construction as well as +1% to research speed. If someone actually buys your exports, thereby providing you with additional CIC, that is purely a bonus.

You also get to make your allies not hate you. Seriously, when I played Germany, sometime in the late 1940's (I like to take my time, sue me) Italy and Hungary closed their economies. Right after I was starting mass production of modern ships and tanks. About 2/3rds or so of the world's entire supply of Chromium went out of my access thanks to that because of Italy controlling Turkey (Sure, I conquer it but it's all given to Italian administration until the end of the war because reasons..) and the rest being in Allied (and probably Soviet, who while not at war were barely willing to trade with me) countries, throttling my project for modernizing the Wehrmacht and Kriegsmarine completely and leading to an assault on the continental United States with divisions that were barely equipped with the armor they were meant to have.

I swear if I had continued that save after I beat the US and got bored, Italy would be a smoking, irradiated crater by the time I was done with Mussolini.

In those situations I normally tag switch to the other country and give me the state. I personally don't think of its cheating, when done within logical and realistic situations
