But Janissaries aren't super strong, they are basically the same ability as typical professional infantry. A number huge of armies are made up of lightly armed and trained mass troops, supported by professional and potentially elite units in the same fashion. While there are elite Janissary units within the corps the vast majority are just professionals and shouldn't really receive the damage reduction bonus....Because the best way to represent the Ottoman army is a bunch of weak levies and super strong janissaries?

The Hussites are famous mercenaries as are the Swiss Guard. Actually now that I think about it there's lots of famous German/Italian units.
