Why do ME capitals provide more jobs than housing?

I started my first 2.2 machine empire game today, and I noticed that the machine empire capital buildings provide more jobs than they do housing. This forces you to build a drone storage building or nexus district on all your planets, which is often less than ideal. Does anyone have any ideas why this is the case?
