Why do I have old planes added to stockpile while I produce only new?

C.200 - new planes
CR.32 - old

It says on the screen that I am producing 3.7 new planes a week, but only old ones are added to stockpile ( +6 on the screen ). How does this works?

New planes you build go to squadrons you already have, and older planes go back into your stockpile.
