Why do I get the "sack rome" event, but sometimes I dont?

I am not understanding why sometimes when I finish besieging Rome I get the amazing sack of Rome event, it gives me 1000 ducats and other things. However, sometimes, if I need to restart and do it over again, I do not get this event. How can I know if it will happen or not, or is it just completely random?

Are you talking about the event related to army Profissionalism where you can either get a bunch of money and lose army Profissionalism or vice-versa, or are you talking about an event which only triggers when someone occupy Rome?

There is an event that only triggers when you take Rome. It's called the sack of Rome. I couldn't find it online so that's why I'm asking.
I've been playing as Aragon and attacking Rome ASAP, and sometimes when I occpy it I "plunder the curia treasury" and reduce catholic gold and take 1000 ducats for myself, there are also other things you get positive and negative that I can't remember, I don't have a screenshot because I have not been getting the event lately. I'm trying to figure out why I get it only about 20% or less of the time.

How do you know the chance of it occurring?

So the weight for no event to happen is 100 and the weight for the sacking event is 10 which results in a 10 in 110 or 1 in 11 chance for the event to happen when all its conditions are met. The event itself contains some trigger conditions which prevent it from happening if at least one of the following conditions is true:
  • professionalism is at least 50 and the province doesn't belong to a rival
  • the country had the event in the last 35 years
  • the owner of the province had one of their provinces sacked in the last 40 years
  • the province itself was sacked in the last 50 years(this sets the flag "was_magdeburgerized" which I think is very fitting)
  • the province doesn't have a fort
  • the province has less than 15 development

I'm not sure how that interacts with the chance. Maybe the weight gets halved for the capital of the papal states and if the country has at least 30% professionalism

So the sack event can trigger on any fort province? I was under the impression that you could only sack capital provinces.
I think I have seen it on non-capital provinces. The condition in the code is fort_level = 1. I'm pretty sure that this means that the fort level is at least 1.

It took me 21 restarts to get this event again but here it is...
You get TONS of money.
And it does seem to be completely random because i just reloaded the same save without changing anything.

Pretty sure it is just the exact same event with just another option conditional on it being the Pope’s capital (not specifically Rome). Much like how many events have additional options if your ruler has a specific trait.

Roma doesn't get a unique event. The event from your screenshot is just the normal event that gets a different third option if it happens for the capital of the papal states. The MTTH-modifiers that I posted above, might make it less likely for the event to happen for the capital of the papal states.
And also if there are any other cities with unique events upon sacking them.
"Capital of the papal states" is the only thing that changes this sacking event. There are a few other events that happen when occupying a province in some circumstances. I think the only real sacking event is Fall of Prague that was mentioned in the code section that I posted above which contains the following two events:

And if the Synthetics occupy a province it is ceded to them. And then there are a few events for the country that lost the siege or got occupied.
