Why do Cargo Train Terminals Not Charge Fees?

Unless I am mistaken and I have some issues caused by a mod, Cargo Train Terminals don't charge anything when delivery trucks / vans use them.

I understand that Cargo Trains can help reduce traffic a lot, but wouldn't it make sense if they charge a small fee to help cover their cost?

Cause in the cities I have built, a train system cost way more than the tax revenue they help bring in. For me it almost makes no sense to build a train system at all since I can just reduce traffic by not building a ton of extra industry that clogs up the roads. Which not only is cheaper, it actually allows me to have make a profit compared to building a train system and a lot of extra industry... which does nothing but causes headaches since I now have to design my city to divert all the extra shipping vehicles to the train station, take a net loss on the train system, and not mention hit the vehicle limits in my game (where there are so many delivery trucks around the city that service vehicles don't spawn).

I am excited that the latest patch gave us toll roads... since I can now place toll roads right in front of Cargo Terminals to indirectly charge for their usage... but honestly I don't understand why Cargo Terminals don't charge anything... and why should we as a city have to swallow the entire cost for no real return.

You don't for train terminals because you receive profit indirectly via taxing your industries that are now more efficient in their ability to buy and sell products
No large industrial area i've ever built can't do without a cargo train terminal
If you build a city with no industry and just offices then you won't see a problem, but otherwise its a traffic nightmare
