Why do Burgundy create a vassal when it becomes my PU?

I believe for AI Burgundy, rapid expansion, integrating lowlands and/or loosing kingdom rank by entering HRE/ getting PU'd causes the AI to freak out and do what it's said. I'm playing as Burgundy right now and without Estate privilages, my expansion would have stalled till state houses unlocked/+250 government reform because of all the reasons above.

There is another thing I noticed. Does anyone know why AI returns the provinces they took in a war a few days after their peace deal? I saw Ottomans, Aragon and Muscovy do it. Aragon returned 3 of 5 provinces they took, popup saying "Aragon couldn't hold onto province X and had to return it to tag Y. Is it Gov.Capacity or over extension related?
