Why do Burgundy create a vassal when it becomes my PU?

Hi,

I'm playing UK, having a RM with Burgundy. The inheritance event popped twice in two saves at different moments (with same basis).

Each time, i receive the inheritance :D.

But i notice that my new PU has a Hainaut (in french, sorry i don't know how it is called in english) vassal (see screenshot if you like) which is a new thing.

I don't understand where it comes from... does somebody know?

gov cap is too high for them it starts as duchy and not kingdom ranked, so it would need some prestige too level up lol, but the limit is too low in general, historical the burgundians where super efficent and their realm was administrated better than the hre or france...

Subjects of subjects should not be a thing...they have been systematically patched out every time it's happened because it breaks things (liberty desire, AE, etc). This is almost certainly a bug.
Nope, it is intended that junior personal union partners are able to have subjects. If not, weird things would happen if England PU'd France or somebody PU'd a colonizer.

Vassals of vassals should be allowed in 1444 and not just if you start as the beylerbey of Algiers in 1812

Mary had to give up some of the centralisation efforts Charles and Philip had achieved in order to keep the territories

It would be even better if they just ignored being over capacity completely, because it's not that bad, and it's especially not that bad for an AI. Of all the issues plaguing the AI, Paradox choosing to address this one, of all things, is baffling. Plus, addressing it in a baffling way. Releasing subjects? Terrible.

Having AI sell land more often would be nice, but having subjects be important after 1454 is nice

None of that has anything to do with governing capacity. The AI has enough problems without adding more in an attempt to fix a problem that doesn't exist.
Selling land does have something to do with gov capacity, because then that's land they've got flat amount of money for, rather than leaving as a territory, or constantly releasing to a vassal who they integrate haemrroahging DIP all the way

How is it an arbitrary number? Its far less arbitrary than the state limit which preceded it, and the brief existence of territorial corruption. There's far more ways to interact with gov capacity

EU4 will always struggle in having the amount of autonomy shown being accurate

Because it is the same for all nations, it is linked to dev wich will never go down, even in war, there is no true button to delete it (the 20 year one point button does not count...). It is not fun to micro it because of building limit and having no manufactory if one builds the state house.
It is just a mess. I think it needs to be increased by a thousand over what we have now. WCs will break the limit anyways. It is also no true limiter just annoying. Plus as Spain one reaches the limit by forming the nation and one is screwed when getting the lowlands and naples.

EU4 will always struggle in having the amount of autonomy shown being accurate
State limit + territory corruption was terrible, so being better than that isn't exactly hard. At least the current system doesn't force you to focus on states with high dev. It's still pretty arbitrary though.

My main issue with governing capacity is that the main way to control it is buildings, and the only way I can do that sanely in the mid-late game is using a 3rd party auto-clicker to build. Pretty bad.

Because some players were clamouring for a money nerf, mainly for such convincing reasons like: "there's too much money in the world, nations should be in permanent bankruptcy death spirals like they were historically" and "the AI should not perform optimally because then the player will just take their good land, there should only be bad land for the player to take to discourage expansion". The devs at the time agreed with these points and the AI got lobotomized (even more) as a result.
