Why do all my mods show as unavailable when Steam is having problems?

Why do all my mods show as unavailable when Steam is having problems?

That is to say, that they don't even show up, if this is an offline game why is it that the mods don't show up as available and installed if Steam is having problems like it is this morning.

If you're having an issue with mods loading, it's probably unrelated to Steam workshop being down. At least for me (and it sounds like a few others), my mods are loading fine right now despite the fact that Steam workshop won't load. Mods also work fine when I'm offline for me.
