Why do 3rd party countries imprison my characters, BUG or WAD ?

I was as Rome in a war against some south italian countries, Syracus was not involved in this war at all. I´ve won every battle and annexed all the countries and now Syracus has 2 of my character imprisoned and wants about 400 gold for each, for every character I get a -modifier on stability, so I have to buy them back. That´s not the first time it happened to me, is that a bug or did I miss here something ?

There are two issues around this topic, which superficially look like the same, but in fact differ quite a bit:

1) At least debatable (and also logged by Paradox) is that you "inherit" prisoners your allies/third parties haven taken in war, when you annex the home nation of those PoWs later:


2) Buggy for sure is that you can get a stability hit for characters which are either in your own prison or even ones you have already released. I was able to clearly reproduce this for the case that you take a general/admiral as PoW, then annex his home country, imprison the elites - if you release that character, it gets mirrored in the list and causes a stab hit:

Ok thats interesting.

1.) I was fighting alone and had no allies, also Im very sure that the countries I was at war with, were not in a war with other countries.

2.) Those two character are indeed not roman at all. This reminds me also that I got like 3 prisoners from the south italian countries through naval fights and those are all gone now without me releasing them, but Im not sure if this isnt the normal "should" behaviour after a war, that prisoner are released.

This reminds me also on my previous playthrough with Icenia/Albion where I had multiple wars with gallic tribes where suddenly I got into an war with some very very distant east germanic tribes and those had absolutely no relations to the gallic tribes. Indeed I think that they were so distant they even could get no relation because of the diplomatic restrictions on small uncivilized tribes. I could never end this wars and had to wait until the war timer runs out, which was a little pain because I also could never unraise my levies.

This make believe that there must be some unfortunate bug somewhere, where 3rd party countries get involved in 1 or the other way with absolute unrelated wars.
BTW do I get a notification if a character gets caught in war ? I never got one and just after I annexed the south italians countries, suddenly 2 characters are in an syracuse prison.

I think the information on the case I have won´t be enough for an good bug report, but I´ll leave my save here, just in case it helps. The save is from after the war and the 2 character´s are still in syracuse prison. Unfortunately I have no save anymore from in the war.
