1 COT's are assigned by continent, so you might get one quickly,
2 docile natives, cheap relative other colonisation targets, especially if you're playing an east asian power, so easy to get your manpower up.

Easy to get monopoly at low cost, you'll also get 1 extra merchant which makes getting monopolies in more well known parts easier. As Korea, Mataram, Makassar, Brunei or like it is usually easiest to set up TPs in Siberia and Indonesia, then set up colonies in Australia, NZ and Tasmania, then you'll get enough manpower to defend yourself plus the extra tax income can be used to finance colonies in Siberia. If I remember correctly colonies in Oz cost about 40-60 a pop and Siberian colonies cost 80-100 a pop. Usually you don't get many conquistadors or explorers as a ROTW minor, so you pretty much colonise what you can get your hands on and can afford. For European countries the advantage I believe is that you can build big towns in Australia since the population grows there unlike most of indonesia.

Also, if you want a social reason for your country to do it...

"Transportation to the Colonies" was a common punishment in courts of the 1700s, esp. in Britain... Australia was in fact settled witrh British convicts. It was by no means a new idea. In fact, the settlement of Australia took place because the Brits had formerly been transporting the same convicts to Georgia, but when the American Revolution broke out in 1775, they quickly decided that was no longer a good idea.

I like to use Australia as a naval base, especially if I'm a late comer at colonization (which is often the case when I decide to play small hopeless minors).

In my limited experiance, Australia is seldom discovered by AI countries. Therefore, you get the whole COT to yourself with very little merchant expense.

Plus it is so far away from the "action" the AI doesn't try to attack it.

As stated before you get an extra merchant for your monoploy and also one for owning the CoT. Thats two extra merchants a year. Not bad!
