In the france stream, they had the option to convert peacefully or have a civil war. Why choose the civil war?
Maybe the French player doesn't want to convert to Communism and would rather fight a ciivl war as the Democratic faction.

This. You get to choose your side.
When a Civil war starts both sides get close to 100% Political support for their faction. So instead of ~50% Communists they would have 100% Communists support and a civil war can be started earlier. So its a good option if others are supporting their faction too (with a civil war you get rid of them quite fast) or if you have a modifier like the US where any change is reduced.
