HoI1 used IC to fuel research, which is the incorrect approach IMO. The only thing I liked about HoI1 is that you could scale up your research by brute forcing IC, whereas it's quite difficult to scale your leadership up to further speed up research. That said you can accomplish focused speed increases by building things, so in a fashion it's quite similar, and more reflective of reality. Also because of the design of the HoI3 system you get much more free form results than in HoI1. Instead of picking a simple tank cannon for your tank and being stuck with it, you can actually make improvements over time, instead of simply researching 40mm+ tank gun and being stuck with it for the remainder of the game. It's a system that can work well into the future.

I often ended up with Panthers with 50LL guns in HoI1 :eek:o

Two minor things I would like to have though: the possibility to downgrade things (like going with the production of a cheaper design because of the pressing needs of the front) and the ability to name the design, because too much Light Tank V+* and they could represent different models. The latter is however really minimal.

IMO the new research system is an improvement over HOI2. I wish the 1.3 didn't rename everything with a generic name though; I liked the 1.2 names.

You can downgrade components in the production screen. It's generally not worth it, though.

To the OP, the design diaries ought to answer your query. Short answer: Though techteams were cool, their main problem was that they made the expertise of the country very specific, not allowing for deviation. For example, were you to invest in aircraft carriers as Germany, research would be perpetually slow since no techteam had the right skills for that, and there was no way for you to get those skills for them. Whereas in HoI3, Germany will start the game with zero theoretical and practical knowledge of aircraft carriers (whereas battleships are somewhat familiar), but should you invest heavily in building such and developing techs for them, the country would eventually get efficient at building and developing them.
